Calculation of living space
The Living Space Ordinance (WoFlV) has been the legal basis for calculating living space since January 1, 2004. Accordingly, the living space is calculated based on the eligible floor space of the living areas, whereby certain areas—such as sloping ceilings, balconies, or terraces—are only taken into account on a pro rata basis.

Issuing energy performance certificates
The energy performance certificate is a legally required document that assesses the energy efficiency of a building. In many cases, it is mandatory under the Energy Saving Ordinance (EnEV) or the Building Energy Act (GEG)—for example, when selling, renting, or leasing a property. An energy performance certificate may also be required for larger renovations.
Who needs an energy performance certificate?
Owners of residential and non-residential buildings must present an energy performance certificate as soon as a new user moves in or the property is offered on the market. What types of energy performance certificates are there?
There are two different types:
- Energy consumption certificate: based on actual energy consumption over the last three years – suitable for buildings with central heating systems and predominantly similar usage.
- Energy performance certificate: based on a technical analysis of the building envelope, heating system, and condition of the building—mandatory for unrenovated residential buildings with up to four residential units that were built before 1977.

ventilation concept
The current DIN 1946-6 standard stipulates that a ventilation concept is required by law for new buildings and certain renovation measures (e.g., window replacement, roof or facade renovation). The aim is to ensure the required minimum air exchange and prevent moisture damage and mold growth.
A ventilation concept serves the purpose of planning and verification for controlled air supply and exhaust—tailored to usage units, room sizes, building envelope, and energy standards. It determines whether natural ventilation is sufficient or whether technical ventilation systems are required.
